Accountancy Week Celebration 2022
PICPA NegOr Chapter and NOFJPIA kick-off AWC 2022 with Fun Walk and Run
July 17, 2022
The Philippine Institute of Certified Public Accountants (PICPA) Negros Oriental Chapter and Negros Oriental Federation Junior Philippine Institute of Accountants (NOFJPIA) kick-off the start of the Accountancy Week (AWC) 2022 with a “3km Fun Walk and Run” on July 17, 2022 along the streets of Dumaguete City.
A total of 49 participants composed of fourteen PICPANs and 35 JPIANs assembled at Pantawan 2, Rizal Boulevard, Dumaguete City at 5:00 AM. A 10-minute warm-up exercise was conducted before the gun start at 6:00 AM.
Indeed, it was a health, wellness and fun activity as both PICPAns and JPIANs gathered for the first face-to-face joint activity after the two-year hiatus brought about by the COVID-19 pandemic.
The first participants to arrive in the finish line were given medals, certificates and cash prizes. The activity ended up at 7:30 AM.
PICPA NegOr Officers conduct Turnover and Induction of Officers for FY 2022-2023
July 17, 2022
Past PICPA Negros Oriental Presidents, incumbent PICPA officers and other PICPANs gathered on July 20, 2022 for the Turnover and Induction of Officers for FY 2022-2023 at Dreamscape Events Place at Camanjac, Dumaguete City.
A holy Eucharistic celebration was officiated by Rev. Father Sulpicio Vincoy at 2:00 PM, after which the turn-over and induction ceremony followed.
Gracing the PICPA Turnover and Induction of Officers Ceremony was CPA Lawyer and the incumbent Vice-Mayor of the Municipality of Bindoy, Negros Oriental, Honorable Louie Rastica who inducted the officers for FY 2022-2023. Also in attendance during the ceremony was Past League of Local Government Accountants of Negros Oriental (LLGANORS) President, Mr. Paulino Sechico. A number of Past PICPA Presidents also graced the occasion.
The activity ended up at 5:30PM with a fellowship dinner.
PICPA NegOr Chapter Officers reconnect with CPAs from various sectors
July 11, 2022 and July 20, 2022
One of the goals of PICPA Negros Oriental Chapter for FY 2022-2023 is to reconnect with Certified Public Accountants (CPAs) from various sectors in the province. Relative thereto, during the Accountancy Week Celebration (AWC) 2022, PICPA Officers visited the following CPAs and offices and apprised them on the various programs, activities of the chapter:
On July 20, 2022, NegOr PICPA Officers paid a courtesy visit to Dumaguete City Vice-Mayor Ma. Isabel L. Sagarbarria, who is also a CPA. She was elated to note that the chapter is very active and she emphasized her willingness to support the planned programs and activities for the fiscal year.
Likewise, the Officers visited Dumaguete City Accountant, Doreen Paulina S. Cordova, together with other CPAS in her office.
On the other hand, PICPA President Mariant Morales and Treasurer PG Olivier Bulfa coordinated with Past PICPA President Eric Bulos and visited the CPAs stationed at the Commission on Audit, Provincial Satellite Auditing Office (PSAO) in Daro, Dumaguete City on July 11, 2022. President Morales also met Local Government Accountants of Negros Oriental (LLGANORS) President Diejo Quillano and members during their Induction of Officers on July 15, 2022.
PICPA NegOr Chapter and SUMCFI conduct Blood-Letting Activity
July 20, 2022
Blood donation is a very significant part of worldwide healthcare. Cognizant of this fact and in the continued pursuit of its social responsibility, the Philippine Institute of Certified Public Accountants (PICPA) Negros Oriental Chapter and Silliman University Medical Center Foundation, Inc. (SUMCFI) conducted Blood-Letting Activity on July 20, 2022 at Silliman University Medical Center.
A total of 15 individuals, including students from various schools in the City heed to the call for the blood-letting.
The blood donors were given certificates in recognition of their volunteerism and support to PICPA’s initiative. The blood-letting activity started at 9:00AM and ended up at 4:00PM.
PICPA NegOr Chapter Officers and NOFJPIA embark on a Tree Planting Activity
July 23, 2022

In support to the worldwide call for environment protection and mitigating climate change, Negros Oriental PICPAns and NOFJPIANs embarked on a joint tree planting activity on July 23, 2022. An average of 200 seedlings provided by the Department of Environment and Natural Resources were being planted by the group at a vacant lot in Barangay Calabnugan, Sibulan, Negros Oriental.
The undertaking turned out to be of so much fun, and exciting physical activity, both for the PICPANs and JPIANs as this was one of the first face-to-face activities after the two-year hiatus brought about by COVID-19 pandemic.
Tabulators - Underwater Photo Contest
The Province of Negros Oriental in collaboration with the Department of Tourism Central Visayas, the Local Government Units of Dauin and Zamboanguita, the Negros Oriental Dive Association (NORDA),
Dauin Resorts Association (DRA), and Zamboanguita Diving and Leisure Resorts Association (ZDLRA) conducted the DIVE 7 Negros Oriental Underwater Photography Contest last July 28 - 31, 2022 at the Silver Reef Dive Resort, Dauin, Negros Oriental.
The different categories of the said contest were Open/Compact Class – Macro (MAC), Open/Compact Class – Marine Life Behavior (MLB), Open/Compact Class – Frogfish (FFS), Open/Compact Class – Wide Seascapes (WSS), Open/Compact Class – Nudibranch (NDI), and Open/Compact Class – Swimming with Turtles (SWT). Around 25 participants participated in the said photography contest.
The Philippine Institute of Certified Public Accountants – Negros Oriental Chapter, represented by Marylou C. Tan, CPA, Mariant G. Morales, CPA, Kenneth Ian B. Elnar, CPA, and Mary Vanessa R. Paltingca, CPA, assisted in the tabulation of results during the closing and awarding ceremony of the four-day activity. Next year’s DIVE7 Festival was set to be on July 27-30, 2023.

PICPA Negros Oriental Chapter was represented by its Sectoral Director for Public Practice, Patrick P. Templado. Discussed were the upcoming PICPA activities and possible partnerships with BIR RDO 079.
Brigada Eskwela 2022
August 28, 2022
After a two-year hiatus brought about by the pandemic, schools are already starting to get back to normal. With the opening of classes in most schools in August 2022, PICPA Negros Oriental collaborated with NORECO II for an Adopt A School - Brigada Eskwela activity on August 28, 2022.
The beneficiary is Magsaysay Memorial Elementary School in Barangay Pulantubig, Dumaguete City. PICPAns were in charge with the clean-up of the school’s yard while the NORECO II personnel checked on the school’s electrical facilities.
PICPA Negros Oriental Chapter Officers attend PICPA EVR Leadership Conference 2022

Almost 100 participants coming from PICPA Eastern Visayas Region (EVR) Chapters gathered for the 1st ever PICPA EVR Leadership Conference 2022 on August 13, 2022 at Bluewater Maribago Beach Resort, Mactan, Cebu. This activity is intended for all the chapter officers of EVR as part of the scorecard requirement to provide leadership training to chapter officers.
PICPA EVR is comprised of the following PICPA Chapters namely: Bohol, Calbayog, Cebu, Eastern Samar, Negros Oriental, Northern Samar, Ormoc-Biliran, Southern Leyte, Tacloban and Western Samar. All the ten (10) chapters were represented during the said conference.
The activity started with a “Getting To Know You Activity” which gave the participants an opportunity to get to know each other, followed by the welcome remarks of the Chair of Eastern Visayas Region, Gerald “Sugar” Sagarino.
The following relevant and very empowering topics laid down during the said conference were well appreciated by the participants, viz:
The PICPA EVR Council Induction and Turnover also took place in the same event with Hon. Noe G. Quiñanola as the Inducting Officer.
The conference ended with a dinner and fellowship at Cebu Parklane Hotel, Cebu City.

“The Other Side of PICPAns” showcases the “other side of an Accountant”, the passions, skills, talents and interests that give more color and balances life’s journey.
Ms. DORIZA G. EUMAGUE
Past Chapter President FY 2019-2020
Doriza has been known as the Secretary of PICPA, emcee in seminars and programs, assistant and more. Her love for PICPA is evident on how she serves and commits to the various responsibilities and positions given to her for over a decade.
More than the Doriza we know as a member-leader of this organization, she has a number of interests she is passionate about.
Our lady president loves to serve the Lord, the Church and the community. A Marian devotee who delights to be with children as a catechist since high school till this day. She is currently the president of Lectors and Commentator’s Ministry in her parish. A servant leader of a religious community of single working professionals called “Ang Lingkod ng Panginoon”.
Writing, journalizing and composing poems are among her hobbies too. She calls herself a dancer wannabe as part of the chapter’s dancing team in the competitions held during PICPA Annual National Conventions.
On a lighter note, Doriza is an animal lover, especially dogs and cats. She has a green thumb inherited from her father. She casually strums basic chords of the guitar to a tune, plays the beatbox and tambourine and sings as choir member.
“All the gifts, knowledge, skills and talents are freely given by God, thus we ought to give it back to Him and bring out the best version of ourselves”, she quips.
Rosario B. Villaluz
Assistant Secretary FY 2022-2023 (CPA, Public Servant, Author)
Rosario and her love and passion for writing and poetry along with her husband Ivan gave birth to their first published book, entitled, Semper Fi (Always Faithful) Poetry. It is a collection of verses and poems about faith, hope, love and how these three values matter in the journey of life. While Rosario deals with local and international audits, Ivan endures the noise and laughter of his pupils, in the exigency of their sworn duty for the State.
In between, the couple dabbles in poetry and free verses. They live in Sibulan, Negros Oriental with their two daughters who are also budding poets.
What made the book memorable is that it was released at Amazon on May 12, 2020, at the height of the pandemic while Rosario was quarantined for two months after fulfilling an official mission abroad and Ivan was tending to the kids left at home. The couple advocates on supporting aspiring authors and bringing back reading and writing especially to the young generation.
Aside from being active in PICPA, Rosario also joined various writing communities, Pinoy Writers Toastmasters Club and Educators Toastmasters Club.

Marmae S. Rodriguez
a Certified Public Accountant, a lawyer and a Hobbyist Calligrapher Writer.
She considers herself as a student of life who always finds joy and challenge in learning new things. Of the four branches of the practice of accountancy, she has already exposed herself to the various challenges in every sector. She started her career in public practice as external auditor and decided to pursue law and became a working student while working as an internal auditor, a part time accountancy instructor and currently a government auditor.
On top of these, she has been a three-peat Badminton Champion, doubles division, among Visayas Government Auditors. During her free time, she likes to have some leisure walk, go leisure biking, play the guitar, read and make some crafts and origami.
As to how she strikes a balance of all the pressures and demands of life, she keeps herself sane through writing.
She keeps a journal and she writes short stories and life lessons through her blog Inksights n Letters website. Coupled with her love for writing is her love for good handwriting and calligraphy. It is through these that she shares her insights together with her FB Page and Instagram Account of Inksights n Letters which showcase her own thoughts and her own handwriting and calligraphy journey.
She believes in the power of every word and how writing, handwriting and calligraphy can be a good source of meditation and relaxation. It is her hope to empower people with words of hope and encouragement and to encourage them to use their handwriting as a source of reflection, meditation, and relaxation.
As for her, it is important to pursue work life balance considering the pressures at work and the seriousness of some issues we dealt with in our profession. It is through writing that she gets to encourage herself as well as the people around her and allows her to stay motivated and committed to her profession.
She draws wisdom and strength thru His word and she use her love for writing, handwriting and calligraphy to meditate on His words which has been her ultimate source of hope and encouragement. And as she believes that we reap what we sow, she wants to sow good seeds of hope and love to the people around her through Inksights n Letters website and through her FB Page and Instagram social media platform. ❤

BIR Update:
RR 6-2022 removing the 5-year validity of receipts/invoices
The Bureau of Internal Revenue (BIR) has issued Revenue Regulations (RR) No. 6-2022 removing the 5-year validity of receipts/invoices in line with RA 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
The phrase "THIS INVOICE/RECEIPT SHALL BE VALID FOR 5 YEARS FROM THE DATE OF PERMIT TO USE/ATP" as previously required by prior RRs and RMCs shall be omitted/disregarded.
The validity date and phrase on the unused manual principal and supplementary receipts/invoices shall be disregarded and the same may still be issued until fully exhausted.

RR No. 6-2022
Cooperative Development Authority (CDA) Update:
Lifting of the suspension of the imposition of monetary penalties for late submission of required reports covering calendar/fiscal year 2021.
All cooperatives who have not submitted the required reports are advised to submit the complete set of required reports through Cooperative Annual Information System (CAIS) on or before September 30, 2022 to avoid imposition of penalties.

Social Security System (SSS) Update:
Guidelines on the consolidated loan program with condonation of penalty.
These shall cover past due SS Short-term member loan (STML) accounts (salary loan, calamity loan, emergency loan and restructured loan). Also included in the program are the other short-term member loans as may be determined by the SSS.
All outstanding principal and interest of the member-borrower's past due loan/s shall be combined into one (1) consolidated loan. Unpaid penalties shall be consolidated separately and shall be subject to conditional condonation.
Member shall be allowed to avail of a new loan after three (3) months from the date of full payment of the consolidated loan.
Availment of this program shall start on September 30, 2022.
Submission of the consolidated loan application shall be through the member-borrower's My.SSS account.

Securities and Exchange Commission (SEC) Update:
Extension on the deadline of compliance of paragraphs 5.C. and 5.D. of part III of the Revised SRC Rule 68 particularly on the transition from sole practitioner to partnership structure and two (2) partner requirement.
The SEC received request from concerned firms and sole practitioners relative to the extension of the deadline of compliance primarily due to COVID-19 thru the Association of Certified Public Accountants in Public Practice (ACPAPP).
The commission on its meeting held on June 9, 2022, resolved to extend the deadline from June 30, 2022 to June 30, 2026 without further extension requiring all SEC accredited external auditors and auditing firms to comply with the requirements under the Revised SRC Rule 68.
Office of the General Accountant will continue to accept applications for accreditation of sole practitioners and auditing firms with one (1) partner only until March 31, 2026 to give transition to comply with the above-requirements of the Revised SRC Rule 68.

The Department of Labor and Employment issued an advisory relating to COVID-19 prevention, control and reporting in the private sector.
The covered establishment shall comply with Department of Health (DOH) memorandum No. 2022-0013 or the updated Guidelines on the Quarantine, Isolation and Testing for COVID-19 Response.
